Katniss walked into Finnicks room,"Finnick."
He was sitting on his bed trembling.
"I wanted to go back for Peeta, Kate and Johannah. But I..I couldn't move. They have Annie to. They took her. She's in the capitol. I wish she and Kate were dead. I wish they were all dead and we were too. Who knows what they're or more likely her father is doing to Kate after they saw us kiss."
A while later.
A tall man walked in and said," Hello miss Everdeen I am colonel Boggs district 13's head off security."
Katniss perked up to attention,"Is there any news?"
"I'm just here to escort you," He replied.
They went to the meeting room and saw President Coin, Plutarch, and Beetee.
"There she is our girl on fire. Madam President, may I present you with The Mockingjay."
They two approach and the president offered a handshake.
"What an honour it is to meet you. You're a courageous young woman. I know how disorienting this must be. And I can't imagine what it's like to live through the atrocities of those Games." Coin gave her a look of sympathy.
"Katniss, President Alma Coin." Plutarch introduced.
"Please know how welcome you are. I hope you'll find some comfort with us. We've known loss in 13, too."
"I apologize. I wish you had more time to recover, but unfortunately, we don't have that luxury."
She gestured to the seat beside where she had sat.
"Please, have a seat. Are you aware of what's happened? When you fired your arrow at the force field you electrified the nation. There have been riots and uprisings and strikes in seven districts. We believe that if we keep this energy going we can unify the districts against the Capitol. But if we don't, if we let it dissipate, we could be waiting another 75 years for this opportunity. - Everyone in 13 is ready for this."
Katniss quickly asked hoping for answers,"What about Peeta And Kate? Are they alive?"
She looked to Plutarch as he spoke
"I don't know. And I wish that I did. We also dont't know where my niece stands in this fight as she has always been so close to Snow. I've tried to get in contact with my operatives on wether she is on out side, But there's no way for me to contact my operatives inside the Capitol."
Katniss watched the way his face flinched when talking about Kate.
Even though Kate wasn't his niece through blood.
"The Capitol has always suppressed communication between the districts. But I know their system very well. I managed to break through. All we need now is the perfect message." Beetee adding his knowledge into the conversation.
"Katniss, here's what we need to do. We need to show them that The Mockingjay's alive and well and willing to stand up and join this fight. 'Cause we need every district to stand up to this Capitol. The way you did. So we're gonna shoot a series of propaganda clips, propos, I like to call them, on The Mockingjay."
He continues."Spreads the word that we're gonna stoke the fire of this rebellion. The fire that The Mockingjay started.
"You left them there. - You left Peeta and Kate in that arena to die or have her father use her and make her his puppet."
"Katniss, there are so many... Peeta was the one who was supposed to live."
Coin joined in trying to defuse the situation.
"Miss Everdeen. This revolution is about everyone. It's about all of us. And we need a voice."
"Then you should've saved Peeta. Or maybe Kate and then the capitol wouldn't corrupt her to do their bidding. Kate probably would have been best considering she was the voice for the uprising when she won. But I suppose to your to late to save her now since Snow has his claws in my best friend."
And with that she stormed out of room clearly angry.
"Maybe you should have rescued the boy instead. Or even Kate Deathwing. She's right she was the original voice before her supposed death."
"Oh, no. No, listen to me. Kate would be able to pull this off if I had known before. Katniss can pull this off until we can get Kate. It's not to late to get them together. To start off Katniss would get the districts started. After we get Kate and convince her of truth instead of the lies Snow has forced into her head. We will have the Capitol people on ours side, they adore her."
"This is not the girl you described. Plus there's no guarantee about Kate, she's been in the capitol as Snows daughter for 6 years who knows what he's embedded into her head."
"Obviously, we need to make it personal. Remind her who the real enemy is."
"She knows who the enemy is. That's not the issue."
"Unless she's forgotten. There's explaining and there's showing. Let her see what the Capitol did to 12."
"She can't handle it. The Games destroyed her."
"This is the only choice you have. People don't always show up the way you want them to, Madam President. But that anger, that anger-driven defiance, that's what we want. And we can redirect it. We need to unite these people out there that have been doing nothing but killing each other in an arena for years. We have to have a lightning rod. They'll follow her and Kate once they see she's on their side and the Capitol people would follow. They are the faces of the revolution."
He wasn't to worried about Kate he knew she was smart and would see reason. He just hoped he was right.
"Let her see it. Let her go home."
"Send her."
With Kate and Snow
She stood beside her father reading over his shoulder. If she were really being Snow's little angel. She would have thought these cards were more ridiculous than the Capitols outfits.
He looked up to Kate and they shared a look showing their disgust on how poorly written these were.
"Egeria!"
A woman rushed into the room.
"We need to fix these lines. I won't say "rebels." These are senseless acts of defiance. And I won't legitimize them."
She nodded her head
"We'll call them "criminals."
"No that will just anger the districts not to mention fathers rules." Kate said resting a hand on his shoulder showing him false support.
"Radicals." Egeria offered a different term.
"Otherwise we're breaking my oldest rule. Never let them see you bleed."
They moved to his main office to make an official announcement.
As they walked to his main office he turned to Kate.
"Katherine, my dear, What do you believe that miss Everdeen would do to encourage the districts? Considering you hid your relationship with her from me."
He refused to call her anything other than Katherine since the day he took her in as his daughter.
She knew he wasn't happy about the secret and she could only imagine how angry he is about finnick.
"They wont be able to get her to do propaganda for a while she's not good at acting as you have seen. And as for my knowledge of her that I had kept from you, I felt that she could easily become a threat later so I kept a close eye on her."
She looked at him and could see the question lurking behind his eyes.
"Tell me father what is it that you wish to ask? I can see it lurking behind your eyes."
He sighed.
"Katherine what is your relationship with mr.odair? I've been trying to find what the advantage was for that."
She let out a little laugh and a mocking smirk had taken place on her face. Fitting in perfectly with her Katherine Facade.
"Oh father there are many reasons for that."
Citizens, tonight I address all of Panem as one. Since the Dark Days, Panem has had an unprecedented era of peace. It is a peace built upon cooperation. And a respect for law and order. In the past weeks, you have heard of sporadic violence following the actions of a few radicals in the Quarter Quell. Those who choose this destructive path, your actions are based on a misunderstanding of how we have survived. Together. It is a contract. Each district supplies the Capitol. Like blood to a heart. In return, the Capitol provides order and security. To refuse work is to put the entire system in danger. The Capitol is the beating heart of Panem. Nothing can survive without a heart. The criminals that kneel before you use symbols for the purpose of sedition. Which is why all images of The Mockingjay are now forbidden. Possessing them will be considered treason. Punishable by death. Justice shall be served swiftly. Order shall be restored. To those who ignore the warnings of history, prepare to pay the ultimate price.
