OROCHIMARU
The strongest of the legendary Sainin is none other than Orochimaru. This guy is a beast. He knows so many Justus and can be considered immortal or at least psrtially. He can resurrect the dead. He would have been a good Hokage if the third made him so. He can transfer bodies. He is by far stronger than Kakashi and Jairya. His goal however is a bit off. He wants to learn all the jutsu in the world.
