Magic is a fickle thing. Throughout human history it has been surrounded by myth and legend. Culturally it has been mistaken for what is unknown, a way of explaining what has no definable cause. If crops failed to produce a bountiful harvest, it is was a failure to appease the gods on part of the farmer. If a relative died from an unknown cause, it was witchcraft. Magic is a scape goat for when understanding is lacking. For this reason, magic is shrouded in mystery. However, magic is real, and it not all that mysterious. For those who have experience of real magic, its just another form of science. Magic is governed by rules, just like the rest of all that is physical. What differentiates magic is that its rules do not comply with those of everything else. Magic acts in a way that is not 'natural', even though for magic it is perfectly natural. Those who understand magic know this. Fortunately, the mystery and mistrust that surrounds magic serves magic users fairly well.
