There were so many options. A simple arrow would be fitting, but the distance could be problematic and they weren't guaranteed fatal.
Her usual knife would work, but it was too rudimentary to have any meaning. She wanted Katniss's death to have meaning.
A gun would be best. First, a bullet shot nearby, killing someone that Katniss was close to. And then, a second, streaking Katniss's coat red.
