Summary:

Ruoxi, Princess of the Pacific, has better things to do than battle her siblings for the throne. Her best friend, a dolphin, is missing. She finds a clue in the balmy city of San Diego but investigating requires legs, and Ruoxi has, well, flippers. Gaining feet requires a great deal of magic, and taking abalone dust, a powerful substance that becomes toxic over time, but Ruoxi has to chance it. Her best friend is counting on her.

Bishop is tired of getting the run around from the San Diego military base. There's no way his brother drowned in an accident. It's a good thing he's a reporter because digging for the truth is his forte. What he doesn't count on is the clumsy woman he rescues at the beach. Homeless and possibly a drug addict--she can't even walk properly--he helps her out only to discover they're after the same thing: answers.

However, with soldiers blocking their every move and a mysterious government agent in the mix, it's not that simple. It will take a relentless reporter and a clever mermaid to uncover these secrets, but can they do it in time to save Ruoxi's best friend and possibly herself?
