I have to say, there is no right or wrong way of doing this cover because you're doing what you want and goes with your vision. I'm just showing you and explaining (some parts) of my process

| What You'll Need.
   - Main photo of your character(s).
   - Background photo of your choice.
   - Extra photos of your choice (including pngs).
   - Superimpose.
   - Phonto.
- Photo exiting app.

Let's Begin.

One.
First, you're gonna want to find a bunch of photos that kind of go together. I looked up random things that I knew I wanted on my cover like a neon sign.

Go on to Superimpose and make this black photo as your background:

And your background photo of your choice as the foreground.

Now the rest is all you.

What I Did.
Now add your other photos of choice on your foreground randomly. Again, there's no right or wrong way to do this since it's going according to your vision.

I wanted a postage stamp frame around one of the photos so I looked up "postage stamp png."

For one of my photos, which also happened to be a photo of my "main character" there was a blank background:
