Chapter 21:
Tris's POV:
I walk into the room, confident with my idea. They all look surprised to see me. I walk over and sit on the edge of my cot. "Okay. So we may not be able to do this by ourselves, but we can get help. From the Bureau. They have been enemies with the fringe for the longest time. The fringe made their move, now it's time to make ours. The Bureau has access to cameras out there. We can watch them, get a closer look at them. They also have weapons- guns, knives, and serums. With their help, we might actually have a chance." They contemplate the idea. Then Zeke speaks up.

"What makes them want to help us? They're not the 'go in and attack' kind of people..." I think for a second

"I saved David's life before, I can convince them."

We schedule a meeting with the Bureau for about an hour later. The anticipation is killing me. I'm just sitting here, waiting for the time to come when I can actually feel like I am helping rescue Caleb and Tobias.

When it is finally time, Christina, Zeke, and I walk into the meeting room. It's the same room where David, some Bureau members, and I had a meeting. I shiver as I walk through the doors. I immediately receive shocked looks from people sitting at the long table. We take our seats and call the meeting to order. I begin:

"Thank you all for coming to this meeting. We felt the need to address some...propositions with you. As you know, Caleb Prior and Tobias Eaton..." I pause and clear my throat. I can't get emotional. Now is not the time or place. I continue "... Are being held captive by members of the fringe."

"What does this have to do with us!" A Bureau member interrupts. Zeke gives him a glance that immediately shuts him up.

"As I was saying, they are being held captive in the fringe. Matthew, as I'm sure you've all heard, was murdered last night- by people from the fringe." My tone is harsh. I want this thought to stir in them, deep down inside. I give it a few seconds then change my tone. It is softer now, gentler.

"According to Matthew, Tobias is located in a small building surrounded by fringe boys. Matthew had the plans and was organizing this whole rescue. And now that he's gone... " My voice trails off. I stand there, looking at their faces. Some look back at me with pity, others with faces of stone. I look at Zeke and he takes over for me.

"So we were thinking. We hate the fringe. You hate the fringe. Why do we have to keep playing cat and mouse with you guys if we both want the same thing? Why can't we both work together?"

I was expecting an uproar of comments but instead there was silence. This silence, this ear rigging silence was killing me. It was worse than any uproar could've been. No one knew what to say.
