cause Ind and Bangla are the same age, they've been closer since childhood as well. Pak is much younger than them. He's younger than them by 9 years(according to CH age system). In human years that's 90 years. Which is a big age difference.
Due to the age gap, Pak has always felt left out and distant from his siblings. So he used be around Mughal more often to not be completely alone. As they grew older, the distance between them grew. Ind and Bangla still stayed close.
By the time British empire came, Pak was cold with his siblings. Whatever was left was completely destroyed by 1947.
Bangla did try improving things with Pak but it was to no avail. Then came 1971, both Ind and Bangla gave up on trying to get close to him by that point. But Ind and Bangla have still been close.
