Chapter Five:
Betray
Bachelor in Public Administration is one of unfamiliar courses at college. People in social science field are rarely familiar with it too. Kadalasan, tatanungin kaagad kung ano iyon, at tungkol saan. In social sciences field, or if students are planning to take Law after undergraduate, their usual courses are most likely, political science, legal management or accountancy or psychology.
Not knowing that BPA is one of the gems. Well, not seems like it but as I study BPA, it starts to feel like it. Dapat sana, ang kukunin kong course ay legal management but because I didn't use my connection, and my money I fell into Public Administration. Sabi pa, tapunan ng hindi nakapasa sa legman, o sa polsci.
Tang ina ba nila?
Public Administration is difficult to study. Halos lahat, kailangan pag-aralan. We have to know the basics, plus we also have to know it inside, at almost specific. But then, it is not a known course so then, the resources for our study material is limited. Also restricting us to explore broader—wilder in the social sciences field.
Plus, the fucking fact that our course is controversial. Kaya siguro may pagmamaramot na nangyayari, at gine-gate keep kami mula sa masamang intensyon. Public Administration is about governance anyway.
"Any questions, class?" Our professor in Public Fiscal Administration. Now, checking us if we really are listening. If we were really able to cope up with the discussion. Katakot lang dahil bigla-biglang nagtatawag itong prof namin. Nakaka-mental block yong pangbibigla niya.
Hindi na ako nagulat nang mag-taas na naman ng kamay si Sunset. Napa-iling ako sa tabi niya. Hahaba na naman ang usapan.
"Ma'am, ako po!"
"Yes, Miss Huxley?" Mukhang natuwa naman ang professor namin dahil may interesado sa sinasabi niya.
In a way, it is advantageous on our part since our professor is being impressed by our competence, at the same time, it encourages our classmates to get out of their shells, and ask our professor for the parts that they don't honestly understand.
"Ma'am, you said that in Fiscal Administration, everything is thoroughly recorded and checked. Hence, it is...say... credible. Honest at that. Public servants are really transparent." Tumigil sandali si Sunset. Trying to compose her question in an orderly thought.
"Yes, you are correct, Miss Huxley."
"Then, is it really possible that these public records were transparently shown into us—the public-- were fabricated? Falsified? Is it really possible that a dishonesty might happen?"
Ang inosente ng tanong niya, sa totoo lang. Parang nang-g-gago. Sunset and I were always in an informal debate. Walang pinipiling oras. It might be during lunch break or during class hours, or when we are randomly doing our project. Ang tanong niya, alam niya ang sagot mismo. It sounded like a sarcastic question.
"Of course not, miss Sunset!" Our professor denied right away. Parang galit pa.
I wasn't surprised at all. I heaved a breath.
"Like I said, it is thoroughly check. The records there can not be falsified. Hindi pwedeng kung anong gustong ilagay sa financial report ay iyon ang ilalagay. It should be backed up with proofs. It is being analyzed, especially by our auditors. Kung may kulang ba o sobra. Kung may mali ba sa computation. Okay? Hindi pwede 'yan."
