Member from the 3rd Estate was locked out of the meeting of the Estates General. They made a conference room inside the tennis court. They declared themselves as the National Assembly and took an oath that they would not disband or return home until a new law was formed. This came to be known as the Tennis Court Pledge. The new laws limited the power of the king. They laws made it where King Louis made the estates join together so he could have the impression that he could control the National Assembly.
