Hopper

One theory about Chief Hopper is that he know exactly where Eleven is located. The reason he knows this is because he has become the new head of the company (that has done experiments, demigorgen, ect.) In the last episode, Hopper is seen placing food in a box and then walking off to a black car. Everyone assumed that this box of food is for Eleven. The car that Hopper gets into is most likely the company's car. When Hopper tells the agency that he is on to them and knows everything about what they are doing, the eventually appoint him as head. I think he might have been forced to secrecy and cannot tell anyone at the moment where Eleven and experiments 1-10 are hiding, even though he is completely aware of where they are located.
