In the post-apocalyptic nation known as Panem, Greek Gods aren't just a myth, they are a reality. And every once in a while, those exact greek gods will come down from Olympus and have children with the humans. The children are known as Half-Bloods, or Demigods. But the humans see them as a threat, and so does President Snow.
"So then it was decreed that, each year, the various districts of Panem would offer up, in tribute, two demigods of each godly parent to fight to the death in a pageant of honor, courage, and sacrifice. The lone victor, bathed in riches, would serve as a reminder of our generosity and forgiveness. This is how we remember our past. This is how we safe guard our future."
