He is the main character in the book BioShock: Rapture. This man was Andrew Ryan's best friend. He ALWAYS consulted to McDonagh about everything he could not tell anyone else. The man broke the biggest rule in Rapture and tried to help his wife and daughter leave, which broke Ryan's heart. That man hanging up in Rapture is McDonagh (as you may figure out) and Andrew Ryan did not attend is execution. It was too hard on the man to do so. So, if you don't think Ryan has feelings, he does. A lot. Just depends on the person and what that person has done to him. :)
