Honestly this seems like a genuine remark toward Prince. Emperor I believe has a vision for his little bro and wants him to become a better king than him and that's why he continues passing along 'knowledge'. Emperor isn't upset or disappointed in his brother but decisive and genuine toward him if he messes up.
It's like some twisted brotherly love
Emperor gives advice but it's for the wrong reasons, it's not for the better, but he genuinely gives Prince the knowledge of becoming a king so he could be ready one day. I'm glad he at least told Prince to become the king he wanted to be.
Cod I could go on forever about these guys. And make it more proficient but not right now. (What do you think about their relationship?)
