Hideyori look blankly to the papers. He clearly memorize every law that the 20th Daimyo written with the Shodaime Hokage. What Naruto told him about the Hokage's power is right.

But looking to the privilege of every Civilian Council makes him have a lot of tick marks. Its almost par with the treatment for the Hokage. The voting system is also written. "The Third Hokage said, he never signed that papers during the absence of Hokage after the Kyubi Attack. The signature of the Third there is fake," Naruto said and look calmly to Hideyori.

"Aside from that, they change the curriculum of Academy after the attack. Abuse their power by giving orders to Konoha Nins. They do a lot of illegal things in the dark. This are the evidence, my Lord." Naruto unsealed the evidences he got from Shino and Choji gave him before the exam started. He intended to use it today.

"They decrease the quality of Curriculum to give way for Civilians who wanted to be a ninja too. And people who have a large chakra reserved can't graduate because of the Clone Techniques. I myself is one of them before if not for me knowing the Shadow Clone, I may not be able to graduate to. The percentage of Ninja to pass the Jounin Exam is only 33%, decreasing the number of our Ninja. If this will continue for the next few years, I'm afraid we may have a shortage of Ninjas," Naruto explain.

Who is he to not take the advantage of this opportunity? He is not that fool.

"I'm afraid that Konoha ninja's qualities will be declined because of this," Naruto add another oil to the fire of daimyo's wrath.

"The Councils are full of corrupted people thats why I can't do anything. I plan ahead on how to make a good qualities of Konoha Ninjas and to run the Konoha. The Civilian Council just don't want how I run this village. From my own knowledge Civilian don't need to interfere to the issues that Shinobi had right? Plus I'm afraid, they will threatened me for a Civil War that mat or may not be the reason for another war to broke out," Naruto pretend to be innocent on how he was playing the fire of the Daimyo.

He knows that the Daimyo have a good heart. Playing with it will give him an absolute power in Political Term. He can freely arrange the Civilian Councils and his advisors. Koharu and Homura are just the Third's advisor not his.

"Lord Fifth, can you please arrange a meeting of council now? It seems like we have some changes to your Council, I presume?" Naruto bow and nodded. He secretly smirk as the Daimyo already played the role he wanted him to play. Sometimes, he felt that his Nii-san is rubbing him so much.

"I will you what you ask, My Lord," Naruto summon three ANBU's and gave an order to them. He summon a batch of clones and send them to his Team and to Saru-chan.

Hiruzen is with Jiraya right now, they are discussing about something ahem *Icha Icha* Ahem important topic. When Naruto's Clone appeared in their middle.

"Boss is calling out a huge Council meeting, Jiji. He told me to that you would love to watch a great show," Hiruzen look shock but immediately gain his composure and laugh.

"It seems like he don't want to waste time and immediately proceed to his plan. I wanted to watch this," Hiruzen said and stand up.

"I guess so, this meeting will be interesting," Jiraya smirk. Well, the council will be shaken immediately after just Naruto become an official Hokage.

"Can you explain this report to me? I already got the full report and evidence about this accusations," the Daimyo coldly said and throw the bunch of report in the table.

This is what greeted them when everyone is complete. Shikaku gets the report and read it using his mind.

"Kidnapping, physical abuse, unjustified increase of taxes, rape, illegal imports of drugs, plundering, forgery of High Rank Official Signature, Forgery of documents, sure the Civilian Councils have their guts huh, what a drag," Shikaku commented.

"Since Nara-san already summarize the report now, Kamoyaki-san, Furizawa-san, Gonzo-san, Mitokado-san, Ututane-san. Explain yourself!" Clearly, you can see the rage in the Daimyo's face.

"Lord Daimyo! This are all not true! Its a false accusations!" Koharu sweatingly said. She clearly panicking right now.

"How can you say that this is a false accusations when there is a concrete evidence? Do you think I'm fool? We can ask an Academy Teacher to this curriculum. And with the evidence that I have all of you will be delivered in the high security prison for the rest of trial period. ANBU! Put them to your I&T Department. I want a full report to their interrogation. I'm sure their Department heads will gave my a satisfaction report," Hideyori said. The ANBU grab the five Councilmen and disappeared.

"Now, I'm giving the spotlight to our new Hokage to fill," Hideyori coldly said. Naruto nodded and stand up. Its time to proceed to his plan.
