Ryo: it's a distress signal it means someone close by is asking for help
Luffy: if I pick it up can I hear them?
Robin: wait luffy more than half of those calls are fake, this is likely Judy a trap the navy often uses this as a trick to hunt to hunt down pirate ships, once you pick up they can't determine your location and launch a surprise arrack
