Is UA actually the best hero school in the world?

Every ten years the five best hero schools go head to head in an event that is far more popular than the UA sports festival.

"Everyone! Please be quiet and respectful when we enter this restaurant! We are representing Australia!!" Oliver Jones yelled at his classmates while rolling into the restaurant.
"Dude you're the only one talking." Amelia Anderson pointed out to her class representative.
The tall boy blinked twice before blushing in embarrassment. "S-sorry!" He said loudly.
Amelia raised an eyebrow.
"I- I mean sorry." He said again much quieter this time.
The boy rolled to a table with his legs completely straight. His quirk was a mutation type. It gave him jet engines in his calfs and retractable roller skate-like wheels on the bottoms of his feet.
It gave him super speed and a hatred for shoes.
Max Allen sat down next to his roller skating freind and rubbed his eyes. Amelia and Owen Turner sat across from them.
"This is so weird, I've never been to another country before!" Owen said excitedly.
Max sighed. "I've been to Japan before, it's not all that."
"Shut up rich boy, let Owen enjoy himself." Amelia scolded.
"Amelia is right! Though I don't see how Max being rich has anything to do with it. We should enjoy ourselves!" Oliver encouraged.
"This isn't a vacation... I wonder if any of our competition is here." Max said looking up.
Sure enough he spotted a group of teenagers that looked just as jetlagged as their own class.
Three girls one boy.
"I bet that's another class." Max said looking at them.
They were being lead by a tall dark skinned girl with curly tied up hair. She was literally dragging two of her classmates behind her, a girl with slightly tangled brown hair and a boy with very tangled white hair.
"Max! Don't glare at strangers!" Oliver scolded. "You don't know that they are competing! And even if they are that's no reason to be rude."
Max scoffed and looked down at the table. "Whatever."
