The counselor said, looking at a draft offered to him by his newest citizen advisor.
She nodded shyly.
She was a middle aged mother of three,
of course she understood the hearts of young girls and the magic of courtship.
She had taken that and packed it all together in a way that would bring the regions together neatly into a game of romance!
He patted himself on the back for his brilliance at hiring her.
"Have you written concepts for the tests?"
He asked, hoping he had enough to propose it in a few hours.
"Well," she started,
"I think we should set up a sort of race that will test several aspects at once. I do believe all the regions have their own courtship rituals we can include?"
They do! He thought.
Brilliant, that was it!
No one would feel left out.
"Alright, let's get the region specialists here! Make a in-depth draft and offer it to the council!
