Jeff used to be a proxy to Slenderman. For a while after Slenderman found him and took him in, Jeff was under The Influence and did all the deeds Slender's other proxies would do. However, Slenderman eventually released him from duty and he became a regular killer after not being able to meet the high standards required of a proxy, despite being partly controlled.
