Only 3 Pokemon can learn every available Pokemon Attack some way. They are:
Mew, Ditto, and Smeargle
Mew has the ability to learn every move possible since it is said to be the ancestor of All Pokemon
Ditto can Transform into it's opponent, giving it the ability to know it's opponent's moveset.
Smeargle can use the move Sketch and copy any Pokemon move.
