Cynthia from Pokemon Pearl, Diamond, and Platinum was the only female Champion until Black and White 2 came along and gave us Iris, then Gen VI came around and gave us Diantha.
But, Cynthia was also programmed to be the strongest Champion out of all the one's we have seen thus far. Even Nintendo and GameFreak said it themselves.
