In some books, I've seen a type of monarchy among the wolves. Sometimes, it's about the future/King/Queen finding his/her mate. However, the Ruler of the Werewolves have more responsibilities than that. Among them are:
··Keeping peace among the Packs
··Creating or maintaining laws
··Keep Alphas in check
··Raise the next Ruler with his/her mate
··Create or terminate packs
··Protect werewolves as a species
··Hold the highest possible court for crimes
··Maintain a Royal Pack
Sometimes, the most dominant werewolf isn't a Royal. Most cases, there's an 'Alpha King' or an 'Alpha of Alphas'. The responsibilities stay more or less the same.
