ALL OF THE BLOOD THAT YOU SEE IN THE MOVIE WAS MADE "ON THE CHEAP" OR VERY INEXPENSIVELY.

For most horror movies or crime movies, they create the fake "squirting" blood or "dripping" blood using a scientific method using many chemicals and kitchen tools, and usually leave it out if they want the blood thicker or thinner, depending on the scene, why the blood is used, how the "wound" was created, and other variables like that, etc... However, all of the blood used in "The Outsiders" for Leif Garrett (Bob Sheldon)'s death, cuts and scars, and others were basically made with baking soda, water, and food dye. I'm not sure why such a popular movie such as that would need to do that, but it's still quite fascinating. Actually, some people may have noticed this, but during the scene when C. Thomas Howell (Ponyboy Curtis) and Ralph Macchio (Johnny Cade) were being jumped by Bob's gang, and the fountain gets flooded with "blood" and the screen goes red during the shot where Tommy was underwater, that was actually animation and not real "fake" blood.
