shinji ikari was back in uniform, a black double breasted longcoat which was open at the legs, black trousers, black boots with gold highlights, with a great coat hanging off his shoulders like a cape held on by gold epaulettes, he was meeting with the anti-demon corps commander ren yamashiro, and he was anything but calm
"first minister ikari" she said, with in a jovial tone, but her eyes were predatory in nature,
"commander yamashiro" i said, my voice devoid of all emotion, my mask firmly in place, to hide how enraged i was to deal with this situation
"you can understand our surprise when our onmyou agency was shocked to find a gateway into this world, and your navy and their mystical capabilities" she said sweetly
"we are slightly less surprised, this is not the first time it has happened to us commander, our navy after all came from a different dimensions where three dimensions compiled together and we fled from a rather bloody war and found our way here, where we have 'set up shop' if you will" i said
"indeed, still it was surprising that both males and females had these capabilities, in our world only woman could use their distinctive abilities" she said
"i see, interesting" i said, though in all honesty i didn't care, right now i just wanted to strangle katsuragi, if she wanted a male in charge to meet this woman, hachi would have done fine, why was i called back to deal with this
"indeed, i would like to form an alliance our corps with your military and maybe we can bring our people to your world" she said
"i can speak for the alliance between our two branches i cannot speak for allowing your people to migrate here, i am a military officer, not a politician" i said
"i heard you have an ear of your governor" she said
"i am as i said not a politician and i refuse to give what may be bad advise, i have a reputation to uphold" i said
"understandable" she said 'this was going nowhere, what does this woman want' i thought
"i would like to propose a trade of personnel" she said 'ah there it is" i thought
"considering the majority of our power is in our numbers, i cannot see how that would benefit you" i said
"having a mech force under my command would be extremely useful" she counted, and i gave her credit it was a good counter
"i am worried you'll take our technology, reverse engineer it then attack us, i am well aware of your agency your not above dissecting human beings for scientific gain" i said, she gave a laugh
"so you know, that changes little, i will give you my solemn word, your unit will not be harmed and your technology not stolen, however should your force willingly come to our side, now that is a different story" she said, with a smirk
"i could say the same to you" i said, she nodded
"indeed, but i think we would gain more then we'd lose" she said
"i doubt it, i'm not giving you our EVA force, so anything i do give you can be easily squashed, and there is no way you can get numbers up on us, if we count the AI units, we have billions while you have a few hundred at max" i said, she frowned at that, she had heard of the mighty evangelions of the vanguard, and knew that they were the fallen vanguard's strongest force by far, she knew then that betraying this man or bending him to her will was going to be impossible as he was their star EVA pilot, he would not break, new respect was forming for this male and his organization
"so we have a deal then" she asked
"what do you want to give us" i asked
"i am sending two of my ten units to you the sixth and the seventh do with them what you will" she said
"i will in return give you two full battalions" i said, she nodded as she held out her hand and i shook it, the unit chief's will report to you, by the end of the week at the latest, you can experiment with them as you please, i am aware you have learned to study the unique abilities of others without putting them through dangerous experiments, maybe you can learn something" ren said
"maybe" i replied, as i bid the woman farewell
leaving me with misato, whom i was now glaring at
"you called me back here to deal with her" i said
"no i called you back because of an opportunity, an idea that commander yamashiro gave us" misato said
"go on" i said
"we still have the capacity to jump back to our old world" she said
"yes and a war we do not need to fight" i said
"that is where the idea comes in, a military of this size in peace time is not necessary in the least, and i am aware you left me and hachi with the task of slowly disassembling our military we ran into a problem however" she said

"our forces are battle junkies they are like saruwatari, like asuka, like moukaku, they enjoy the thrill battle brings them and originally we planned to introduce the tournament, but we realized, that may not be enough, unless we are hosting the tournament constantly, so we came up with another idea" misato said

"we send back, a sunflower-class command fortress, and we place, a crew there the commanders would become the 'judges' of this new competition, where only a certain kill count of seraphim can get you a place in the annual tournament, we privatize our military and allow paramilitary mercenary groups, which would then compete in the tournament, the governor has agreed with the idea but there was a caveat" she said, my eyebrow raised
"go on" i said
"well we ran into one small problem, the evangelions, we didn't know what to do with them so we rebuilt the fortress city of tokyo three and NERV headquarters, we would seal the EVAs away within terminal dogma, only to be opened by you, and only when the fallen vanguard is needed again" she said
"in other words only against a threat to the entirety of mankind i can agree to that" i said
"you also have to agree with the tournament itself, governor ishikawa, was very insistent he got your approval before it is greenlit" she said
"what would happen to the sovereign" i asked
"that is your choice" she said, i gave a thoughtful look, before deciding
"seal it with the EVAs this ship is too big and too powerful to be aloud into anyone's hands, and make sure you lock it behind the magi system i don't need some idiot stumbling upon the most powerful weapons humanity has ever built" i said
"understood" she said
"as for the seraphim idea, there needs to be rules in place to protect competitors more specifically the pandora and the dragoons, cocky riders should not be aloud to get their partners killed" i said
"understood" she said again
"with those rules in place, i don't see why not, the idea gets my green light, do i need to put that in writing" i asked, she shook her head
"this is the declaration in question" she said, pulling out a datapad, and pen, i looked over the full declaration noticing rules were already in place to protect competitors during the qualifier and the competition itself, and to keep it all fair for everyone involved, i noticed that bets could be placed between competitors, and the judges would enforce those bets, i agreed with all this once i made sure that bets could be refused, i moved to sign then paused
"deal with this mato problem first, then i will green light this, i don't like that commander one bit" I said
"yes sir" she said
"i will meet with the representatives from the corps and will give them their basic orders, then i am stepping down again, for good this time katsuragi, if you call me for anything but the release for the EVAs, i will sentence you to the brig, until i feel like letting you out" i said, she saluted
"understood sir" she said, she knew her commander was serious, and also extremely annoyed
"the only reason i don't do this now, is because i am glad this was brought to my attention, it may have bit us in the ass later" i said, she nodded, it very well could of
