Getting comments can be difficult, but offer insight into how your work is received- its impact- which is obviously important.
Even (polite) criticism is useful to help improve your writing style and story structure.
In my own experience, comment can be few and far between. But they do come eventually as more users discover your work.
Comments can definitely be encouraged with a reward such as a dedication to the following chapter.
In terms of commenting on the work of others, do it.
Any engaging with the Wattpad community like supporting others is a positive investment of time.
If you receive comments, try to respond. Especially thanking praise, taking on advice or answering questions. Opening conversations within the community can be very rewarding.
