If I remember correctly Kai did apologize to Bonnie right after getting Luke's emotions.She did rightfully deny it dor her own reasons.

So a thought occurred, why was Damon worthy of redemption and not Kai.

Make not mistake he was mad for killing his siblings.

But after the merge Kai could have turned around, but that was taken away from him.

For me Kai was a person, who was broken from the abuse he suffered at the hands of his own family and coven.
