Palpadia Empire, Capital of Esthirant.
Paradis Palace, throne room.

All the dignitaries of the Palpadia Empire gathered to discuss the attack on the kingdom of Altarus for the last time before the plan was carried out. Once again Arde, Supreme Commander of the Parpaldia Imperial Armed Forces, explained the strategy to be followed by using a map placed on the floor in front of the throne of Emperor Ludius and a stick to point to the map.

"Your majesty, our troops are almost ready. In 3 more days, there will be 281 old ships that have been refurbished to be included in the main naval force. In the next week, we may get about 30 more ships that can escort the troop carrier and logistics fleet. I transferred 20 modern ships from the logistics and troop carrier fleet to the main naval force." Arde said reporting to Emperor Ludius.

"What is the battle order among the three fleets?" inquired the prime minister.

"In total, we will deploy 500 modern ships plus 271 old ships from the Mothball fleet that have been refurbished. Plus, 30 other old ships will likely be completed in less than 2 weeks. The main naval force fleet, as previously stated, will be divided into three parts. 2 small fleets that function as decoys consisting of 100 old ships and 50 new ships While the main fleet will consist of 270 modern ships and 31 old ships that will be used as decoys. Meanwhile, the logistics fleet and troop transport fleet will be escorted by 30 new ships and 80 old ships." answer Arde.

"What about wyvern support for all those fleets?" asked Emperor Ludius.

"For the main fleet, it will be supported by 20 wyvern carriers, for the decoy fleet, each will have 8 carriers. The troop carrier fleet will be escorted by 10 wyvern carriers, and the logistics fleet will have 4 wyvern carriers. The total number of wyverns to be deployed will be nearly 1000, which is about 60% of the wyverns we have." Answer Arde.

"Hmm, a powerful fleet, but it only causes the power in our country to weaken. Has it been calculated whether the strength remaining in our country is sufficient to secure our country?" asked Emperor Ludius.

"Yes majesty. Even in the worst case, where we lose all the ships, there are still enough ships, troops, and wyverns to defend our country. We will continue to activate the mothball fleet. We have over 500 ships in the mothball fleet. We have calculated that we can do a quick refurbishment on 436 ships; the rest will take time because the ships are too old. Besides that, we also have marine merchants that can be used as auxiliary warships. We have also started arming them. The total currently being armed is 176 ships, and we can still arm many more. Those ships were not included in this mission. At least we can still deploy warships totaling more than 700 ships and around 200 auxiliary warships to defend our country. That's almost the same number as our total fleet before the war, even though the quality is lower. Also, there are still quite modern ships in the oversight army." answered Arde. "With your majesty's permission, we will also start recruiting soldiers to replace the troops lost in the last battle."

"Hmm, well, I will give permission to do general recruitment for the army." Emperor Ludius replied.

"Due to the danger of the opposing wyvern's attack, we have also devised a tactic that we hope will lessen the effect of the attack on our strength. We will reduce the armament of the old ships in the main force, to only 10 cannons. The ships would be used as decoys in the front of the fleet that were more likely to be attacked by opposing wyverns. Even so, we still place modern ships at the front with a ratio of 2 old decoy ships to 1 fully armed modern ship. We still hope that within 3 days we will still have additional ships to serve as helpers in the main force." Arde said. "Although the decoy ships have been greatly reduced in weaponry, they are still powerful enough to take on the ships of the Altarus kingdom if needed. We use all the weapons taken from the ships to arm the auxiliary warships."
