For many, loving your brother is a sacrifice. That's why Jesus needed to create this commandment, because there were many hearts of stones, just as there is today.
Loving your brother is only a commandment for those who do not truly know God.
God is love, and when you know God, you start loving your brother, your enemy, your dog, little bird... everything will be a reason for love for you. (1 John 4:7)
If you find it difficult to love, you still don't truly know God. That can help you to know Him better, is the Holy Spirit. (1 Corinthians 2:10-12)
