Todoroki is kinda OOC in this chapter but he had to be, hope you forgive me ;)

Stain raised his sword in the air to prepare for the last attack, the blade inching closer to the blue haired kid who glared at his in fury and whispered threats that were sent his way. The Hero Killer pad him no mind, smiling in victory when he was about to end another fake hero in training.
He would take care of the other hero and the kids later, for now he had to end what he started.

"Fight you coward!" Todoroki snarled from his position on the floor while he tried to fight the quirk once again.

It wasn't going well for them. And it was about to be even worse if they can't get free and save their friend.
He glanced in Tommy's direction and seeing his friend laying on the ground with blood all over him was what made his blood boil even more. How could he be co careless, it was obvious Tommy would also face villains and he would face a dangerous situation like they did. How could he be so ignorant?
One thing he did notice beside the blood, was that Tommy was surrounded by his crows who were squawking quietly in some sort of a conversation. Tommy was focused on what they were saying apparently, because he didn't notice the other looking at him.
He turned his attention back to the guy in front of him and once again, tried to wiggle himself out. On his left, Midoriya continued screaming at Stain and Iida to move and not give up. That, of course, was rather useless.

Risky

Tommy sighed, already being done with the constant repeating of one word.

"Yes, I know it's risky. It's also dumb, okay? But I don't have any other ideas and I'm sure you also can't think of anything safer" He said, raising his eyebrows at the birds and when none said anything, he nodded. "Then we're going with my original idea"

With the last bits of energy he had still left, Tommy closed his eyes and imagined a bottle in his hands. A bright green color, green particles and an awful smell that was enough to make a grow man weak. He hated every second of creating that potion and even when he was done, when he had that small bottle in his hands, he hated himself. His grip on the bottle was tight, the green liquid inside splashing around with every shaky breath he took in and out. He didn't even do anything and he was already panicking.
Tommy opened his eyes and spared the bottle a glance before looking up. It was too much.

Don't do that

Is it worth it?

"I'm not gonna let anyone else die on my watch, guys. I'm going to do this, just.. I need a second" Tommy said, gulping harshly.

He took a moment to calm down, the nerves growing inside of him and his heart leaping out of his chest. The quirk on his body was slowly wearing off, him figuring it out because his wings started shaking all of a sudden.
That was it, huh? If something goes wrong, then he will be done for. There was a small chance that he would survive something like this when he is so low on energy he barely created the potion. Just in case, he tried to make another one of Regeneration. With his breathing shallow and body weak, he cursed everything possible and pushed it towards Ghost who jumped on the glass and gently kept it in place. The crow offered him a worried glance but it understood. There was no other way, was there? Tommy was too weak and Stain was just too quick for it to be able to work out just perfectly.

And then Tommy pushed himself off of the ground and leaned on his hands, having trouble breathing or even getting up. But he pushed through and forced his body to work properly, somehow managing to stand on his feet with a small groan of pain. The wound in his leg was still making it ten times worse.
He could see Todoroki looking at him in confusion in the corner of his eye and the other Pro Hero who was there before, but they didn't say anything. They were smart enough to understand that whatever Tommy was planning to do was supposed to be a secret.
What they expect to see was Tommy opening the bottle and putting it close to his lips. Once the awful taste reached his tongue, he gagged and almost choked on the liquid. It tasted like rotten food mixed with zombie meat and then burnt flesh. It was terrible to smell and even worse to taste. Tears appeared in the corner of his eyes, a single one slipping down his cheek in a desperate attempt to escape the agony.
